South End Development

There is a housing development planned (see details here) on the south end of Lake Owasso, along a stretch of the lake which is a federally classified PEM1C wetland. The development site is located along Victoria Ave near Orchard St (see map). Five homes to be built on the lakeside and 4 homes to be built with lake access. In May a group of concerned citizens filed a petition for Environmental Assessment with the Minnesota Environmental Quality Board. The petition was approved by the Roseville City Council and a discretionary Environmental Assessment Worksheet (EAW) was ordered. The EAW was completed by the developer and submitted in September and published in the EQB Monitor on October 5, 2021.

Update January 31, 2022: The preliminary major plat subdividing the development site into nine lots for single-family, detached homes and shared access to Lake Owasso as a conditional use was approved by the Roseville City Council. See full details here:
